The National Regionalization System refers to the systemic taxonomic order, and the aggregation scales, starting from functional and geostrategic principles. Regionalization criteria will be in charge of the economical potentialities, cultural identities, geo-historical aspects and strategic values, to generate a dymanic impact of the Nation´s Economic and Social Development Plan, on its sectional and spatial politics.
Different regionalization scales will match the National Planning System and it will be systemically inserted in the Nation´s Economical and Social Development Plan.
The National Regionaliazation System will have three basic scales: regional, subregional and local. Strategies developed in each of them, must come from principles of mutual complementarity, interrelation and dynamization in a systemic order. As a result, each level will be understood as part of the national regionalization taxonomy.
Each regionalization unit will develop a special infrastructure plan, in order to develop productive economical settlements, not only for national dynamics, but also for a proper insertion in international commerce and the economical geopolitical strategic areas. Particular attention must be paid to the intermodal system, as well as equipment and services previsions for each developed plan.
Special Economic Areas
Understood as a system based on coordination and government´s synergy, which allows an effective use of territory to develop industrial and economical politics, not only in areas in charge of ministries, but also those that derive from other levels of the government, to give an impulse to the productive revolution.
Territorialize SEA, means to ingrain public action within a territory, to provide it with a spatial projection, it means to move the territory resources in a productive way, considering the territory as a vital relations network, and as a consequence of political, social and economic relations, among others.
The object of turning territories where the SEA will be developed into spaces ruled by their own development, synchronize plans and government industrial projects with those of the local communities, keeping the activation of an endogenous development plan as a north.
Territorial management requests the creation of new institutional capacities and a clear redefinition of future physical and spatial interventions of the socialist society.
The creation of SEA most be sustained in the territory´s economic, social and natural diversity, adapted to regional needs and in general all those with a spatial repercussion, to the endogenous dynamic of the territory and human development, taking into account the principles of land equality, regional development, environmental sustainability and participative democracy, in order to secure a qualitative development of the social economic model.

Productive Model and Productive chain:
Appropriate development of the industry and cooperation for the economic and technological strength within an area that promotes an opening overseas.
Exportation of final product´s part.
Development of integrated industrial parks for the national development, as base for south American and Bolivarian productive integration.
Defines productive chains to share complementary economic strategies and cover our people´s social needs.
Knowledge and Technology:
Development of research centers related to the Economic Area, which will be implemented within the industrial parks areas.
Promotes knowledge production, trough technological transfer and energy development.
Incorporates 70 % of work force from the Area.
Preferential and exceptional Condition:
Development of economic and technological cooperation overseas: foreign investment projects oriented to exportation and development of newest technologies.
Considerable taxing benefits for companies.
Integrated Country Development:
Generate local currency (bolivars) by placing products in the local market.
Oriented to the development of a productive specialization in the Area.
Knowledge and Training in the SEAs
Special Economic Areas are conceived with a training component, as a key element for the development of productive capacities of both Economic Areas. They are sustained in the transformational knowledge capacities, keys for economic development, productive expansion and transitional schemes towards socialism. It incorporates international knowledge networks and educational technology as structural elements.
To achieve this, different actions must be taken in order to execute economic, social, scientific and technological projects, oriented to knowledge development within the sub regions. Specializations will be implemented in training centers, for research, science and technology, adapting knowledge to the appropriate productive and technological map, following the historical directions established in the Nation´s Economic and Social Development Plan.

2. Generate spaces to educate human talents in research centers and universities, in order to promote science development, productive innovation and research.
3. Fortify theoretical-practical relations, as a knowledge stimuli and production.

According to what´s established in the Extraordinary Official Gazette No. 6.152 with date 11/18/2014, Decree N° 1.435, Income Tax Law. Net Loss in Venezuelas’ exploitation source can be considered as enrichments of the same source, as long as the enrichments were obtained within the three periods that followed the loss and its imputation does not exceed in every period twenty five percent (25 %) of the net enrichment.

Loss of foreign source will be considered as enrichments of the same source in the terms previously established.
Loss derived from the application of inflation adjustments are not applied in the following periods.
